A hard constraint refers to a spatial consideration (such as existing activities or infrastructure) that effectively prevents new development for a specific sector. These hard constraints layers were used as part of work to refine Resource Areas, so that any areas covered by hard constraints were excluded from Refined Resource Areas and Strategic Resource Areas.
