The seabed on the Bedwyn Sands is owned by the Swangrove Estate. This is an exception to the majority of the UK where The Crown Estate (TCE) owns the mineral rights of the seabed. The resource also spans the harbour limits of the Gloucester Harbour Trustees and Bristol Port Company. Aggregate dredging requires a marine licence under the Marine and Coastal Access Act 2009 (MCAA) which Natural Resource Wales (NRW) administers on behalf of The Welsh Government. In addition, permission to dredge in Bedwyn Sands is also granted by the Mineral Planning Authority, Monmouthshire County Council, under The Town & Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999.
