The Cycle 1 Flood Risk Areas are those communities in Wales where most significant flood risks exist from surface water flooding only (from surface water run-off, groundwater and ordinary watercourses). These areas were identified for the purpose of the first Preliminary Flood Risk Assessment under the Flood Risk Regulations 2009 using guidance produced by the Welsh Government to identify areas where flood risk is an issue for greater than 5000 people. The Flood Risk Areas were first identified in 2011 until being replaced in 2018 by the Cycle 2 Flood Risk Areas.
