- Abstract
The Flood Map for Planning supports national planning policy TAN15: Development, flooding and coastal erosion. It shows how climate change will affect flood risk extents over the next century and indicates the potential extent of flooding assuming no defences are in place.
It also indicates areas at risk from coastal erosion, areas that have flooded in the past and key information on the location of flood defence infrastructure.
The Flood Map for Planning is used as a screening tool by Local Authorities to understand where further assessment of flooding and coastal erosion may be needed. It also provides useful information to inform site specific flood consequences assessments.
The Flood Map for Planning includes a layer called the TAN15 Defended Zone. This shows areas that benefit from Risk Management Authority managed and maintained flood defences with the following minimum Standard of Protection:
- 1 in 100 year (present day) for rivers
- 1 in 200 year (present day) for the sea
For flood defences built from 2016 onwards there must be allowance for climate change and design freeboard to be mapped as a TAN15 Defended Zone. Defences constructed before 2016 do not have to include climate change/freeboard to qualify as a TAN15 Defended Zone but still offer a good present day standard of protection.
The Standard of Protection represents a best estimate based on the most recent assessment data. In some cases, this may be several years old. You will probably need to re-evaluate this as part of any Flood Consequences Assessment submitted to support a development proposal. Hydraulic modelling may also be required to determine their current standard of protection.
TAN15 Defended Zones are created for individual sources of flooding (i.e. rivers or the sea). There are no TAN15 Defended Zones for surface water & small watercourses.
TAN15 Defended Zones enable planning authorities to consider development in areas which may otherwise be mapped as Flood Zone 3 / Flood Zone 2 which could limit development opportunities.
They should not be considered automatically suitable for development. The risks and impacts, including a breach assessment must be demonstrated through an FCA to determine whether development can be made flood free and safe over its lifetime.
