Abstract

Responsibilities for energy licensing, consenting and permitting in the Plan area is divided between the UK and Welsh Governments and the Oil and Gas Authority (OGA).

The Wales Act 2017 devolves oil and gas licensing to the Welsh Government for onshore areas and internal waters (intertidal areas, estuaries and coastal inlet areas which fall within the Welsh onshore licence area as defined by The Petroleum Licensing (Exploration and Production) (Landward Areas) Regulations 2014). Beyond these limits the relevant licensing authority is the OGA.
